Funding for healthcare in Russia comes from the 13% tax that the employer pays on behalf of the employee. Surprisingly, in the USA it is also 13%, although they pay for medical care. If I get cancer, I get cured, I just get up and go home without paying anyone anything. And somewhere else in another country, such a person's life will be ruined by a lifetime debt for medical services. Personal example: I'm not very healthy from birth (I won't say what) and the state spends about 1.8 million rubles on me every year (that's the cost of a one-bedroom apartment here).
